But when it comes to children climbing on the guards or rails surrounding decks, people do disagree about how to keep those kids safe. Three years ago, the Code Technology Committee (CTC) of the International Code Council (ICC) took on the issue, to determine if it needed to add measures to the International Residential Code (IRC) and International Building Code (IBC) to make guards harder to climb in order to prevent falls.
